The Sudanese Declaration of Principles Forces – Towards Building a New Sudan concluded their second meeting in Nairobi on 22–23 May 2026, reaffirming their unwavering commitment to ending the war in Sudan and advancing a credible, civilian-led political process firmly rooted in the aspirations and values of the December Revolution.
Participants issued a strong condemnation of the devastating war that erupted on 15 April 2023 — a catastrophic conflict ignited by the National Congress Party and the Islamist movement, and prolonged by warring parties engaged in a destructive struggle for power at the direct expense of the Sudanese people. The meeting underscored that this war has generated the world’s largest displacement and refugee crisis, inflicted profound damage on Sudan’s social fabric, and been deliberately fueled by hate speech, racism, tribal incitement, and regional divisions.
The meeting adopted two landmark documents:
The Charter of the Sudanese Declaration of Principles Forces, building upon the founding declaration adopted in Nairobi in December 2025.
A Roadmap to End the War, outlining interconnected tracks addressing humanitarian access, ceasefire arrangements, and a credible political process.
Both documents will be published in full in the coming days.
Participants affirmed that any political process must be Sudanese-owned, inclusive, and led by civilian anti-war forces committed to addressing the structural root causes of Sudan’s recurring conflicts. They stressed unequivocally that such a process must not reward those responsible for igniting and prolonging the war, reaffirming their commitment to accountability and the absolute rejection of impunity in all its forms.
Participants further emphasized that a genuine political process must be built on clear procedural foundations: a declaration of principles, transparent criteria for participation, precise identification of parties, and defined mechanisms for convening.
Sudan’s unity, sovereignty, and territorial integrity were reaffirmed as non-negotiable principles. All forms of hate speech, tribal incitement, racism, and calls for division or fragmentation were categorically rejected.
Participants renewed their commitment to building a broad civilian anti-war front, uniting democratic political and civil forces around the shared goals of peace, democracy, and the ideals of the Revolution.
In their closing statement, the Sudanese Declaration of Principles Forces expressed solidarity with all victims of the war and extended an urgent appeal to Sudanese democratic forces, regional and international actors, and humanitarian organizations to support efforts aimed at ending the conflict and building a new Sudan — a Sudan founded on freedom, peace, and justice.
