The Military Alliance between the Sudan Liberation Movement/Army and the Congregation of the Sudan Liberation Forces

A delegation from the Sudan Liberation Movement/Army (SLM/A) and the Congregation of the Sudan Liberation Forces (CSLFs) met in the liberated territories between the period of 26th – 30th of September 2024, and after in- depth discussions and dialogues, the two parties have agreed on the necessity of establishing a military and security alliance, that align with the historical phase, in order to immediately halt and end the ongoing catastrophic war.
However; this stage requires unification of efforts to protect civilians from the threats of the pointless war which broke out on 15th of April 2023, and to open safe corridors, to allow humanitarian aid to reach those in need , and further to stop the country from descending into fragmentation. To this end; the national duty and the revolutionary responsibility, therefore; oblige us to build a military and security alliance between the army of the Sudan Liberation Movement/Army and the congregation of the Sudan Liberation Forces to protect civilians and these forces shall be called the neutral force.
The Objectives of the Neutral Force
Protection of civilians in areas under control, enhancing their safety and avoiding harm
Safeguard the delivery of humanitarian aid to those in need, based on their needs without any discrimination
Secure commercial convoys and civilians movement
Reinforce the spirit of military and security cooperation between the forces which form the military alliance
Promote the revolutionary combat doctrine that achieves the comprehensive fundamental change
Consolidate the principles of international humanitarian law and human dignity
The neutral force works to assist civilians heal from the physical and psychological effects of threats, violence, coercion and deliberate deprivation
To preserve the vehicles and assets of the neutral force
The Obligations of the Neutral Force
Adhere to total neutrality, while maintaining an equal distance from both parties to the pointless war that erupted on 15th of April 2023
Remain wholly committed to the principles and objectives for which the force was established
Unwavering cooperation between the forces that build the military alliance and utilize resources to realize its objectives
The neutral force is obliged to the revolutionary combat tenet that works toward establishing a state of equal citizenship in rights and duties
Factors Contributing to the Sustainability of the Neutral Force
The experience of joint military work continued to encounter challenges, in its historical journey within the revolutionary armed struggle movements, making their experiences a theme for study and analysis, therefore; to eschew repeating the previous mistakes and ensure the sustainability of the neutral force, which we plan to create, we must be vigilant and work together with collective spirit in accordance with the following prerequisites:-
Collaboration in decision- making and the consistent communication between the political leadership and the leadership of the neutral force
Adherence to the agreed upon laws in establishing the neutral force
Persistent communication, controlling of the forces, ensuring their deployment locations, and methods of dissemination
Exchange of information and control of communication and telecommunication means between the leadership of the neutral force and the political leadership of both movements
Institutions of the Neutral Force
The leadership of the neutral force consists of institutions responsible for supervising this force with administrative procedures that regulate its work efficiently, thus these institutions include the followings:-
The supreme supervisory Committee, created from the political leadership of both organizations
The higher administrative committee of the neutral force, to fulfill the following tasks:-

Administering of all forces and supervising their various units
Implement the administrative and operational directives which issued by the political leadership
Regularly present daily and weekly reports
Notify the political leadership with the changes in the field when they occur
Instill revolutionary spirit, while enlighten the force to the need of maintaining joint action
Ensuring that the general directives which issued by the political leadership are implemented collectively and with rapprochement
Enforce discipline and order, and ensuring the implementation of sustainable military guidelines
Manage all committees and make certain that they perform their tasks in a way that serve the cohesion of the military alliance
To conduct local contacts to certify the safe movement of forces on various missions as per direct orders from the higher administrative committee
To communicate with both parties to the conflict regarding the coordination for the management of humanitarian and commercial convoys, civilians movement, facilitate the movement of international and regional organization workers and guaranteeing their safety

The Legal Committee , to be tasked with interpreting , putting into force and applying the laws and regulations that govern the work of the neutral force
Orientation and media committee in charge of the followings :-

To deliver orientational lectures on the nature of the neutral force
Raising the force’s awareness of its assigned role
Promote spirit of comradeship and cohesion within the force
Creating programs in order to boost morale
Documenting and retaining the activities and operations of the neutral force and submit the documentation record to the higher administrative committee
To establish military media for the force
Originating from our national responsibility during this historical phase of the revolutionary armed struggle, we have agreed to form this neutral force, to provide protection for the civilians, secure humanitarian and commercial convoys, safeguard humanitarian workers and ease their movement to deliver aid to those fleeing the war.
