The situation in Sudan after the coup of October 25, 2021, which brought the former regime back to the fore in all state institutions

The coup of October 25, 2021 , which overthrew the government of the former Prime Minister, Dr. Abdullah Hamdok, and dissolved both the Council of Ministers and sovereignty council , and the civil sector, which represents the spirit of the glorious December Revolution of 2018, by the leader of the military coup, Lieutenant-General Al-Burhan and the deputy of Lieutenant-General Muhammad Hamdan Dagalwa, and the arrest of some members of the Sovereignty Council, ministers council, leaders of freedom and change, and the Central Council. The aim and results of the coup was to pounce on the democratic transition in the country and create a political incubator for the coup by the Juba Peace Group, which had set up a sit-in in front of the Republican Palace a strike known in the Sudanese political dictionary as the banana sit-in. This actually happened right after the coup.

The great December revolution in which all Sudanese cities, villages, countryside participated, and the slogan of the Sudanese revolution was “freedom, peace and justice,” and there were a thousand of youth martyrs, thousands of those wounded and dozens of detainees until the former regime was successfully overthrown.

After the coup of October 25, 2021, there are many variables that occurred. There is a great discrepancy within the forces of the Sudanese revolution, i.e. the Central Council for Freedom and Change, which played a major role with the Sudanese Professionals Association, which was organizing processions and the Sudanese resistance committees, which played a major role in opposing the October 25 coup which efforts resulted in more than 200 martyrs and thousands of wounded and the missing persons have not yet been found by their families. There is great pressure from the international community, especially the United States of America, on the US Secretary of State, Belkin, the European Union, the Torika and the African Union, on the leaders of the coup to return to the constitutional path in Sudan and end the coup. This placed the leaders of the coup in a difficult situation, especially after the failure of the Juba Peace Group to find a political incubator for the coup and then, in November, an agreement was signed between the former Prime Minister, Dr. Abdullah and the coup leaders, according to which the former prime minister was allowed to return to power again, but the Prime Minister made a mistake that did not make references regarding the agreement with the coup with the political incubator Freedom and Change Central Council, nor did her seek their opinions regarding the agreement with the coup leaders, the council position opposed the agreement. Which forced the former Prime Minister, Dr. Abdullah Hamdouk, to submit his resignation, this provided the opportunity to prove the return of the former regime, and its first steps were the most precious of all the decisions of the Committee to remove the dismantling of the regime in state institutions and the return of members of the former regime to the various state institutions.

In the Sudanese political arena, many initiatives have emerged that help bridge views between the coup represented by Al-Burhan and Hemedti and the National Accord Group, the Juba Peace Group, and the Sudanese Revolution Forces Group, represented by the Sudanese Resistance, Freedom and Change Committees, the Central Council and other Sudanese political forces outside the framework of the Central Council, but they believe in transformation. The UNAMIS, led by Mr. Flucker Peretz and the African Union, held extensive meetings and consultations with the Sudanese political forces, the Sudanese resistance committees and unions, as well as the Juba Peace Group’s National Accord. The results of these consultations were a dialogue at the Salam Rotana Hotel last July, but it did not lead to any solution to the Sudanese political crisis.

After the failure of the tripartite mechanism dialogue, the Forces for Freedom and Change, the Central Council, set up a workshop in the Salam Rotana Hotel, in which it evaluated its experience in governance through practical papers represented in the following.

What Freedom and Change did The Central Council in critiquing and evaluating the experience, with the participation of a number of academics, lawyers, resistance committees and diplomatic missions in Khartoum, found a great militancy from a large number of the revolution.
After the regional and international movements, and the visit of the American envoy for foreign affairs, Mulfi, and met with Freedom and Change, the Central Council, the head of the coup and Naybah Hemedti, and after international pressure, Al-Burhan announced the withdrawal of the military from the political scene, but this actually did not happen because Burhan still clings to power and did not hand over power to civilians, we find him every time he repeats His speech that the army left the political scene. The initiative of Sheikh Al-Tayeb, the grandfather, who boycotted all the forces of the revolution that believes in democratic transformation and diplomatic missions, some of which recorded attendance, but his initiative failed due to the lack of impartiality.
The Sudanese Bar Association, at its headquarters in Al-Amrat Street, 61, held a workshop on the constitutional declaration. Many Sudanese political forces participated in it, the Central Council for Freedom, Change and National Accord, the Juba Peace Group, one of the fronts of the October 25, 2021 coup.
After a discussion that lasted for several days, it ended with a draft new constitution for Sudan, one of the most important features of which is the civilianizes of the Sudanese state, as well as the unification of the armies under the leadership of a single national army with a new combat doctrine.

The coup released a large number of symbols of the former regime without presenting them to any trial, as well as the return of the Prime Minister of the former regime, Mohamed Taher Ella, from Cairo 1/10/2022, after he fled to it when the December 2018 revolution triumphed, knowing that Ella is wanted for justice and his two children. An arrest warrant was issued by the Public Prosecution in the Red Sea State and was wanted by the Revolutionary Government led by the former Prime Minister, Dr. Abdullah Hamdok. The former regime, through its narrow tribal facades, prepared a reception for the criminal Ella.
